Appears to be an attempt by someone (obviously not knowledgeable) to remove the black spot near CE.
Quite harshly too :(

I so wish I had Cookie Monster's stomach to rely on when it comes to taking pictures...sadly enough, it's just a backside of a furry blanket I have. Depending on what kind of coin I photograph, I use different backgrounds.

Nope SuperDave already said that but it actually helps this coin as in identifying the variety number if you choose to have a TPG put that on the holder.

The coin was definitely cleaned, possibly twice, once a long, long time ago, probably just rubbed with a soft cloth, later on something contaminated the coin primarily on the reverse, this was attempted to be removed via chemical bath of some sort and possibly with an eraser. The cleaning probably saved the coin from going through way more corrosion, but the method and harshness, especially on the reverse, will put it into a details cleaned, recolored and surface damage or corrosion. Still a really neat large cent, I'd be happy to have in my collection just for the die markers and the re-punched date. I'd put it's grade at EF45+ details. It's almost an AU but the cleaning and reverse might keep it out of AU territory at a TPG.

Nice RPD! Too bad about the wipe marks, but I'd still enjoy having that.
