I don't think it did circulated for too long either.. Not too bad eh.? I never found anything like this before. Do you guys think it was mixed in bins at the mint or do you think it was deliberately thrown in circulation?

In 1997 BU(PL) sets were issued with specimen finish. A very nice PL?
"Dipping" is not considered cleaning... -from PCGS website

Any chance that this could also be considered a "First Strike" as the used PL die gets put into business strike use?

In 1997, it really does not matter. PL sets contained coins with specimen strike finishes on them... it could have come from either set.
