I'll probably try some veri-care on this because the gunk looks soft. Some areas of strike weakness ('M' in America), but all in all not a bad circulated specimen.

I'd go for XF-40 but there's lots of verdigris.

VF35 could go EF40 if there wasn't so much gunk on the coin, some acetone might take off whatever it is, to me it looks oily like PVC residue so an acetone bath sure wouldn't hurt this coin. If it is hardened green corrosion, then there is probably not much you can do, verdi-care might improve this one, but like I said if it's corrosion then it's not all coming off.
