I was looking through my silver dollars and found this one. In hand it has lots of luster, but is sort of soft looking. Again .. it does look a little better in hand than it does in pics. opinions as to .. if this coin has a chance to make MS-60 or better?

It's close, I'll go MS-62 with a weak strike.

It has the look of a "slider" to me - AU58.

AU50, it's been around the block quite a few times.

Interesting ... and right to my problem.
This is 1896O, there is a lot of price difference between a AU50, AU58 and any MS coin. Trying to decide if it is worth putting in the ... to be slabbed pile.

Depending on the luster I'd give it a 61 to 63 grade. I don't think the pictures give a true representation of the coin.
"O" mint dollar coins are notoriously poorly struck
Whatever you do, do not clean it to try and make it look better!

I'm at AU-55 with a slightly worn obverse die.

I would put it in the pile. It looks one that would be worth a shot. AU55/58 would even be a win depending on what you paid for it.

The coin overall has the look of a MS and could possibly grade around a 63 but if it does have any wear it doesn't look like it would grade AU-58. Tough call. Definitely worth getting it slabbed.

What are opinions ... That a TPG ... like NGC, would they grade it different because of the higher value this coin would have if it hit a MS grade?

In MS, expect the TPG's to grade it a little tougher than common date morgans. They want reduce the likelihood of having to honor their guarantee if it someday submitted for a grade review. I would send it to PCGS if I thought it has a good shot at grading 63 or better and if it is something that I would consider selling/trading in the future. Based on Heritage's archives, the difference between NGC and PCGS can be a few thousand dollars. Below about 61, they seem to sell for roughly the same. Keep us updated if you decide to submit because this has potential.

I like the coin and think it is MS. The carbon spot gives it character and a unique marker. I also like the neat "lightning" die break running through "United". It has some scattered toning, too, which is appealing. Definitely send it in for TPG. I think you will come out way ahead in the long run. Down side risk is minimal.

I think this one is a slider.

I couldn't in good faith come down on the side of Uncirculated for this one. Especially when that simple distinction instantly triples the value of the coin. It would require a set of huge images to try it from photography alone, for a Conditional Rarity like this issue.
