I'm assuming the stars are raised?

I'm pretty stumped, I also see what looks like another hair curl down the back of liberty's neck.

Could it be a mostly broken off die cap strike through?

I dunno man, I really don't want to jump to PMD, but I really can't imagine it being anything outside of it being physically engraved into the die. The heavy rim damage is suspect as well.

I'd definitely wait for some more experienced people to come in though, it could be some crazy odd error.

Is it lopsided at all?

Very neat!
Double strike perhaps? I noticed the extra hair curl behind the neck which may be the remnants of the previous strike and maybe a slightly misaligned die would explain why details from the previous strike show up clearest in that area. Just a guess. Someone else more knowledgeable would probably be able to give a better answer.

I could see a double strike, but why would it only show on the bottom left side of the coin? unless it got struck at it was falling out of the dies, but the hair curl wouldnt match up like that.

Thanks guys. Yeah, I saw the extra hair curl as well. Double-strike came to mind. Don't have the coin in hand yet. I'll be able to examine it better.

Appears to be some minor lamination too. I'm seeing 5 extra stars. Look above her hair bun. Very slight.

Adam does make a good point.
Did the seller provide pictures of the reverse?

He did. I'm trying to get them now. No signs of anything on reverse that could relate it. Normal looking.

Doesn't seem to be much going on the reverse. The legend and rim in upper right quadrant, which should be opposite the area of interest on the obverse, is noticeably softer than in the bottom left quadrant.

If it's squeezed the reverse does at least show a weaker smooched (is that even a word)? side the weirdness is on the obverse. A squeezed or viced coin possible IMO, there could be squeezed between a piece of leather to hide any vise marks. Defintely strange. I will shoot this link off to Mike Ellis, my goto guy for these things.
