If I am understanding correctly, TPG's will automatically grade coins with planchet flaws as "details" coins. Is this true and if so why? The flaw is a pre-strike issue.

Not all. Some planchet flaws get a "Mint Error" status followed by a non-details grade. Others will grade as a details coin. Not sure why, there are variation even between the same TPG. I have for a fact seen both types on PCGS slabs.

I found some ICG and PCI slabs with planchet flaws but with grade assigned without details.

Unless significant enough to interest error collectors, coins with planchet flaws are generally worth less especially if it's not hard to find another example without planchet flaws. My guess is they just decided to lump it in with the coins with post mint problems since they also usually sell at a discount. As had already been mention, they can be inconsistent when a planchet flaw gets a details grade or not.

Planchet flaws should almost always bring a lower price, things like laminations, splits, cracks, improper alloy mixes as well as filled dies, grease, strike through (technically not a planchet errors).

However there are some types of planchet flaws that can bring a premium, like Clipped planchets, especially to error and oddities collectors. I like them myself and have payed premiums for some interesting ones I've found in the Two Cent series, as for all the millions of Two Cent coins minted, there are very, very few real errors surprisingly, out in the market place.
