Am I seeing things or is United States of America doubled. It shows best in America. This is the best pic I could get.

your title says obverse, but you are asking about the reverse

looks like MD to me. Can you get a closer picture with less glare?

The characters showing some doubling from what I can see are:
United STATES oF AmERiCa - the capital letters that is.

Closer pic's with less glare if you can. Looks normal to me at this point (might be MD, but it might just be the glare).

If it's a 1988, you have a RDV...but I assume it's a1989-1992. I'm not seeing anything. What's the date?

Die Deterioration Doubling...A doubled die would be raised and increase the thickness of the device.
