mostly the 9s and the B and there's some sorta line comin off true 1st 9 upper left

Most likely Machine Doubling if anything, but will let the experts decide. Photos are a bit unclear to really tell.

Looks like a normal 1995D to me.
What your looking at is probably Machine Doubling like Ed mentioned.

Now that I'm on my laptop I agree that it's probably Machine Doubling. This happens when the die rattles loose in the press.

I agree normal. On the hub doubling you would expect to see enlarging of devices. IE: 1995D-1DO-003 Note how the devices are enlarged:

The one thing I've learned (thanks to coop) that has helped me the most with identifying DD's vs. Machine Doubling & die wear is legitimate DD's maintain the "bubble" shape of the initial font in the secondary strike, instead of a "shelf" (aka flat) appearance in the doubling. Look at the dimension of the secondary font of coins you suspect. Is there a 3 dimensional (bubble) shape to it? If so, you may have a DD. If it's "shelved" (flat, followed by a 45°-90° drop to the field) it's most likely something else.

On the 1972/2006 doubled dies, (which there are many) the only way to tell them apart is the doubling. You have to see how the devices are affect to tell one from another. Know which/how they different makes this a game changer. A big dollar difference in each one.
