The rough surface on the plating make it hard to tell what is going on, but it looks like it came from a normal die. The planchet is more at fault. There was a period of time where they discovered that the rinsing of the zinc before plating was an issue. After they fixed it, it has been less of a problem.
I see what you are referring to (To the left of the T in Trust?) and it resembles a "T" but it is not a doubling of the T...It is part of the plating issue IMO
