It doesn't look like a Dryer Coin I do see some finning on It which will give it the extra thickness. That really doesn't bring a premium but you could always weigh it and see as well. My humble opinion
I see a mild Grease Filled Die by the last 9. I have seen these before and don't think they have a premium.The rim fining makes the edge look wider. John1
The upset process made the rim taller. I've found many in the 1997-1999 that were like that. They were usually Denver mint coins. The weight is normal, just a taller rim. You can actually feel the extra rim thickness.
