Image was clearly modified - the "chopped off" 8 tops are a smoking gun. No way that happens due to a compression artifact.

The other smaller picture of the obverse in the ebay listing shows the spot. (See below.) Definitely not the same in the 2 pictures, definitely altered photograph of the larger picture. If you are unhappy you are within your right to request a refund!

They didn't even smudge the edges. At pixel-level magnification, you can see the sharp lines of the borders of the work.

I just sent the seller an email, stating I had an interesting problem with this coin, and asked them to read this thread.
Should I simply return it for a refund and forget this?
Not really sure what else could/should be done anyway.

Tough call. There are mitigating circumstances, among them the spot is clearly visible in his other pic. The guy has a case - of some sort - and if he chooses to appear we're going to hear him out.

ebay typically has a 14-day return policy.....after this period is up, I believe that the seller is not responsible for taking any returns...you mentioned that you won the auction approximately 2 weeks ago. Please be mindful of the seller's return policy....as you may be close to exceeding the designated time interval.

The seller responded, never apologizes, explains his picture process, not sure how it could happen, and he does not want to stick me with the coin, so I am free to return it to his PO Box, which I am going to do.
Given his 15000+ positive rating who can say.
I am assuming I should send this insured and signature required? Can't do that to a PO box though.

You can do that to a PO box, no problem. He will receive a notice in his box that he has a package that requires a signature. He will go to the front desk and sign and accept his package.
I send my tax work to the government with signature required and it's a PO box. I have a PO box myself and have received packages that require signatures. It's no big deal.

Many collectors have PO boxes for this specific purpose - receiving coins. I'm one of them. Nope, no coins left outside in the mailbox when I'm not home, thank you, and if I'm not home I have to go to the Post Office anyway.

Just an update, I returned the coin on Saturday, and got a PayPal refund today, out $7 for insurance, but learned a few lessons, so not bad.

I don't even see the spot in your photo :) JK of course, its took me 15 seconds to download edit and save this picture.... Just saying, what you see is not always what is really there....it has been altered, and I didn't even have to chop the 8's I am glad you got it sent back and refunded.
