04-o is one of the HIGHLY plentiful morgans in high grades like the 81s. A TON of the treasury vault bags were 04-o's so like the 81s they are graded rather stricktly. This one is an A-typical weak strike O that hasn't circulated. From the pics PL is not there but I see a solid 63 possible 64... Fyi, before the treasury releases this issue was somewhat rare.

I'd say the cheek is clean enough that it makes MS64 without difficulty, but thzt'd be the ceiling due to the weakness of the strike.

If you could try and get better obverse and reverse pics, that'd be great. They seem to be slightly blurry.
