I found some 40% jfk halves while roll searching and they look like they were in a fire at one point because they have some black smut on them.

What would be the best way to clean them?

I'd say just leave them as-is. Cleaning them isn't going to buy you anything value wise. Just throw them in a roll or tube and tuck them away, they are only going to be worth melt.

40% Kennedy halves start at melt for nice coins and go down from there.

I buy them at my LCS at less than melt at retail.

Not a special deal for a good customer or anything either. That is the price posted on the bin.

Don't bother with 40% circulated halves unless they are gem bu or D/D's.
no value other than melt.

The only safe way to clean any coin is to use Unicorn Horn powder.

I read that somewhere.

Try the one thing that may or may not work. Acetone. Read all about how to use it by using the Search Tab and entering Acetone.

I prefer steel wool followed by sand paper if that doesn't work.

Try acetone, and if that works, silver polish to make them shiny again...

I don't recommend cleaning. It ruins the coin.

If they're already ruined by the "black smut", what can a cleaning attempt hurt (or help)? Do whatever you want to them or nothing, they'll still be 90% silver halves.

If you just want to clean them up (having no value other than melt) try baking soda (bicarbonate of soda). A teaspoon full, a few drops of water to make a paste and then rub that on the coins.

I would consider it a chance to learn with no serious downside. Some of my coins are so pampered, that I won't even expose them to harsh language. Others may get a scrub brush.

we are talking about 40% silver halves.
as long as they are circs , go right ahead and clean. try different solutions that no one has ever tried before. who knows you might discover a cleaner that will bring back coins without harming them in any way.
