what area do you believe there is DDO? and a clear closeup of that area would help greatly

there is some sort of marking in the date behind the second nine that continues up through the eight entirely though hidden by the curves. also something funny going on with his chin will try to take a better pic

Lincoln's chin looks like a zinc rot bubble. The line connected to the bottom of the 8, looks interesting

Interesting. There are no documented DDOs of this type for 1998, and this is dramatic enough that it would have been noticed already if it were a true variety. I think your coin is either a very dramatic zinc bubble, or a huge die gouge.

Could this be the loop of R in a slightly off centered and rotated clash? I really don't see how that would be possible though, that only that portion would show.

I would love to see a closer clearer pic. But I agree that it looks to be a plating bubble

It could also be split plating in that area and the zinc is starting to rot. But I'm leaning to gas under the plating.
