What Do The Blobs Above The Heraldic Eagle Signify?

The early draped bust half dollars and dollars with the heraldic eagle on the reverse feature a number of blobs above the thirteen stars, as in the following example:

What-Do-The-Blobs-Above-The-Heraldic-Eagle-Signify?

I know the thirteen stars represent the thirteen original colonies, but what are those blobs supposed to be? Are they just random clouds, or do they have some special significance?

I always thought they were supposed to be clouds but that's my totally unscientific opinion.

Perhaps they were place holders for when more stars would be added -- which they tried for awhile and then stopped.

Or... flying saucers.
