Not up until 1971 they aren't. Any that you find in circulation from 1971 on are circulated proofs.

I have two more updates that are ready to post that I will post later, and 100 rolls to go through today. That will put me at 15,000 rolls to date!

To answer your question about the 43D's, I can't find at the moment my totals sheet (probably still tucked away somewhere after moving) but I am pretty sure I have come across one in the last 2500 rolls since the 12,500 roll totals update. Hence, I have found three of them.

After going through over 400 rolls with no silver, have found 13 in the last 300 rolls. Drought is over for now I guess!

the only non-s mint proof NIFC's there are for Jefferson nickels are the 1994p and 1997p matte issues, though I've never heard of someone pulling either of them from circulation. (the 1997 matte is the true key to the series in my own opinion)
