The "MS or AU" question is an important one and the deciding factor is normally luster. This coin has intact cartwheel luster across the fields on both sides. An AU piece would have experienced enough friction to dull or darken the luster in the open areas around the Liberty portrait and the eagle. Usually loss of field luster will occur before a coin shows any significant high-point wear so such loss is what I always look for first when deciding whether a coin has circulated.

An eagle is a heavy gold piece which is easily dinged up by contact with other coins. This example is not what I would call "beat up" but obviously has a lot of small to medium marks which limit the grade. I think PCGS (and several CCF graders) got it right.
