I cannot tell anything from the poor photos. If it is what I think it is, then it is damage. I sold two 1941 LWC where the last one was damaged and made to look slanted. I sold them together as a novelty, and mentioned the fact it was damage. I still got Like $10 for the pair.
Depending on the angle, it could be three things. 1. If not parallel to the rim it could be caused by coin contact. 2. It parallel to the rim it might be vending machine damage, coin counter damage on the outside devices. 3. A bit further in, coin wrapper damage.
