This is called zinc rot and happens when the zinc under the copper plating is exposed and starts to rot. It's very common on zinc cents.

It is a coin to be put back into circulation while it is still a cent.

Looks like a filled D but I'd bet that's a gas bubble.

Just what happens when the plating is split on that area.

Not a good thing for the coin. It is a breakdown of the planchet.

If it were a filled 'D', then you would see nothing in that location. (die filled with grease) The devices are sunk into the die. The fields are the outside of the die. A Grease Fill would block the mint mark from showing.
