Those are cut out of US Mint Uncirculated sets. Good way to get recent uncirculated dates.

not in order just 19 coins from 1988 through to the 2000,s

I cant figure out why my 2nd picture didn't work so did it again.

I recarded them with cotton gloves (hard to do) this is what they look like before filing into the book.

Actually, just a good way to pick-up MS coins. Mint set coins are no guarantee of quality. I have actually found very few mint set coins that were of good enough quality for my collection.

They are probably of the same average quality as common business strikes; however, because they are trapped in mint cello, they have been spared the indignity of circulation. It's hard to find a source for uncirculated Memorials other than this short of buying BU rolls and looking through them or hoping to get lucky searching boxes.
