Those are cut out of US Mint Uncirculated sets. Good way to get recent uncirculated dates.

I cant figure out why my 2nd picture didn't work so did it again.  I recarded them with cotton gloves (hard to do) this is what they look like before filing into the book. regards Al |

They are probably of the same average quality as common business strikes; however, because they are trapped in mint cello, they have been spared the indignity of circulation. It's hard to find a source for uncirculated Memorials other than this short of buying BU rolls and looking through them or hoping to get lucky searching boxes.
