your pictures are a hard to see much: are you seeing IIBIE on the obverse? and what do you see about STATES?

I'll take a stab at what I think is going on here. The States Of part looks like it was struck through something - probably grease of a part of the die, which looks to have been in a Very late stage. Other devices look as if they've broken off and inserted themselves as cuds, messing up Liberty.

I would really like to see this coin in hand or at least see a bunch of photos from all angles and magnifications.

I'm also hoping some other more learned folks will chime in with their views. So let's wait for them....

The obverse die that struck your coin is suffering from Die Deterioration. This flows towards the closest rims. On the date you will see if on the right side of those devices. On LIBERTY you will see it on the left side of the devices. The motto on the tops of the devices.

I agree with the Struck Through Grease on the reverse devices on STATES OF. Note how the devices are wider indicating that the devices of the die has some fill allowing just the bottoms of the devices (the widest area) to from. Neither is a collectable. But sometimes it is nice to know what you found.

That was what I saw on the first set of images on LIBERTY. Die Deterioration. On the reverse, the widened devices are from a partial Grease Fill or not a full strike on the STATES OF. The other side of the coin is the bust area. A lot of metal is moved during the strike and it is common to see these devices not full. Common
