Oh the poorly struck New Orleans coins, what do you think she grades out at? Wing tips look nice, toning appears original, extremely poor strike...

To me this coin looks uncirculated, making it MS in my book. But oh my, what happened to the surface?
I'd put MS-60 on this one.
