Looks like it was struck through a deteriorating die cap. The opposite side of the coin will be a normal reverse.

Is what it looks like in person there is many heads and many torches. I'll try to get some better pictures later on today.

I'd say either struck through deteriorating die cap or struck through partial die cap. Nice Find!!
