Hello, I have been buying silver coins from the RCM for years now and sending them to NGC or PCGS for certification in the United States for years and years. The last three returned packages from NGC have all been held by customs and are yet to be released. They have all been held for about 30-45 days. After much, much running around, I was finally informed by the CBSA that they DO NOT know the whereabouts of any of the packages, BUT that they are beginning to enforce anti-evasion tax laws as per new regulations. This apparently includes the import of gold and silver. What do I do now? I have about $10k of coins stuck in pergatory and no clear answer of how to get them back. I have had lengthy discussions with NGC, USPS, Canada Post, the CBSA and the sorting centre. I am at a loss and very frustrated, as this has NEVER been an issue before.

You now need the help of an expert, mainly a custom broker who deals with coins. Spend a few bucks especially with new regulations, probably only a seasoned broker will get your packages through.

And it is still NOT an issue . If you send coins to an American TPG you are sending YOUR material to be expertised nothing else. The CBSA can charge GST HST on the grading fees and that is about it. This rarely if ever has happened.. There is a Special exemption number( NOEII # ) in the Harmonized Tariff Schedule specifically for this type of situation. You are not buying anything tangible. You are being fed a bunch of malarkey by an ill informed CBSA agent. What do the Postal or Fedex tracking numbers say as to the whereabouts of your coins ? I have been sending stuff to be graded for over 25 plus years NEVER an issue . Just got back an NGC and 2 ANACS shipments in the last month. No need to spend a nickel on a broker.

Pacific, on the USPS tracking they all say "DEPARTED - TORONTO" Item in Transit. One is from July 20, another July 22, and yet another July 27. Those are the last entries in the tracking.

The problem is also this: Canada Post is saying that the items are currently with the CBSA as per their tracking information (based on USPS tracking numbers), whereas the CBSA agents I've talked to are saying that the parcels have not yet been presented to them.

A little expertise here. They are not lost, probably the nummies at Customs are taking their sweet time. When the packages go into bond ( Customs) the tracking number will not show again until released from the international mail unit and back in the mail stream for delivery. Toronto International Mail section is one of the worst for slow clearance in the country. Do not despair they will show. I worked a good part of my long career at Canada Post dealing with the international mail section. You can track on both USPS and Canadapost websites for most but not all packages. Hang in there and NEVER listen to the characters at CBSA. Tin badge and a gun makes them really important .......in their own minds.!

I certainly don't move a LOT of material ... hardly any really but this is one of my biggest fears and probably why I'm very happy if when anything goes state side I go with it and bring it back. Saves so SOOO in terms of a headache.

on my export docs, I always put "numistmatic items to be certified and returned to collector, not for resale"

And that is what it says on the Import Docs as well. ANACS on import docs to me " numismatic Items returned to owner after expertise no commercial value"

NGC always labels it "numismatic items being returned to owner". I honestly have never had this problem before.

You are the one who mentioned the CBSA is enforcing new regulations regarding this issue, unless you know how to navigate the new system your package will stay in limbo until cleared, through previous experience with other imported items, either you have right codes and paperwork the items goes through smoothly or you will be waiting for ever without professional help. Hundred bucks is not much for clearing 10 grand of product, good luck anyway

Package #2 has cleared. Package #1 and #3 are still being held.

Package #2 and package #3 have been delivered. There still no movement on package #1 - neither Canada Post, CBSA or USPS seems to know where it is. My fingers are crossed.

UPDATE: USPS investigation concludes that Package #1 could not be delivered, and whereabouts are unknown. They do not accept claims on international shipping. Last whereabouts was Mississauga Sorting Center. Tracking number now says, 'item not found'. Looks like this whole mess will cost me about $2000.
