it looks like damage to me ,, someone laid one side on something and whacked it on the other .

It almost appears to be forced against another dime. The incuse marks don't quite line up.

Damage show on both edges 180 degrees from each other, I would go with the hammered coin theory. One edge looks flat and the other seems to be indented with something.
