Looks like it was heated with a torch altering the surface. PSD. Nothing in the striking process could cause this. It is a damaged coin.

Sandblasting would leave just pits, it wouldn't more the metal.

A struck through would prevent the strike. The strike is complete, just altered by intense heat moving the metal.

Not an error for sure. Could it be acid? If not acid then heat damage.

A coin dropped into acid with reduce the coin evenly. The rims are mostly equal except where the high heat happened.

The rims of the coins dipped in acid get reduced more. Both sides and the edge. So it reduces them quicker.

No. It was altered. It was struck normal and someone damaged the coin.

Looks very similar to the pattern on this LC, which was also caused by heat. Some might recognize this one...first coin I posted on the forum.
