I am thinking large S

A closer and rotated image would help.

I have to agree with fuzzy317 that it looks like a large S, but you should rotate the image to see it better

Once you have seen it, the large S is very obvious - like on the '28-S cent.

The mint marks are hand punch and vary in locations. So location of the mint mark means nothing.

There is an old article out there that you can find on the internet that seemingly offers useful diagnostics. However, it is rather misleading in my opinion (or unhelpful). With respect to coops comment, the position of the mint mark is relative to the punch made and not a good diagnostic. The key to me is in the font: key on the differences between the small S and the large S. Quick-and-easy.

The upper loop on the small date is the clue for me. It is flat looking. The large date is rounded upwards.
