Hard to know without seeing what the luster looks like, and that can be hard to capture in a photo. Here is a great site on how to discern artificial v. Natural toning. IMO, this is natural. The luster looks great but better lighting and photos would reveal the nuances of the obverse relief and reverse mirror especially on the right center above (E PLURIBUS).
