The funniest part is that he paid employees to unroll the pennies for 4 hours! He REALLY wanted to make a point.

He's also - again - wrong about the law. It comes up frequently here.
Legal tender doesn't mean what it did in the 1800s. Now it means legal to tender (as in offer).
Had DMV a prominently posted policy, they probably could have refused the payment. Albeit at some negative publicity. Given they had the coin counter, they probably just accepted it to get him off their backs.
The coins will get counted into bags, given to the armored car company who will bring them back to the terminal, recount and roll and wrap them, box them and send them back out to banks.
Whereupon someday, some CRH will post "I got a new box and it is full of banged up cents, like they were poured into a wheelbarrow and dumped on the floor"

This is something I would do, but not as extreme. I'd give em 6 boxes of halfs, or maybe 1500 two dollar bills.

I used to think stunts like this were funny, but not so much anymore. It might feel different if those responsible were the ones who had to count/handle these coins.

I'm of the opinion this is a gross violation of common decency ... and the protesting person is in some way violating the common rules of decency that we all ascribe to in a modern society.
Boo on him ... that was unjustified and not appropriate.

I was wondering, did he also have to stay at the office until early Thursday morning? It seems that his bill could not be officially paid until they counted it all and confirmed it was the correct amount. It would be funny if it came up $0.01 short and he didn't have any change on him. What a waste of time and effort to harrass employees who had nothing to do with your beef.

Limitation
(2) A payment in coins referred to in subsection (1) is a legal tender for no more than the following amounts for the following denominations of coins:
(a) forty dollars if the denomination is two dollars or greater but does not exceed ten dollars;
(b) twenty-five dollars if the denomination is one dollar;
(c) ten dollars if the denomination is ten cents or greater but less than one dollar;
(d) five dollars if the denomination is five cents; and
(e) twenty-five cents if the denomination is one cent.
The UK and other countries also have limits on coin as legal tender. Odd that The US repealed such laws.
