Looks to me like Split Plating, or maybe die wear.

Note the design bar that should be on the right side if the 11th bay is missing? When the die was polished down, then part of the bay was removed on the left side on the die, created a raised area on the opposite side. Just an over polishing of the field (the bay area on the die) that removed a bit of the field there, leaving a raised areas now on coins struck with that die.
