I'd grade this EF-40, maybe 45.

It looks like an EF-40 per the ANA Grading Standards photos. The tail feathers are better-struck than usual and help keep the coin at the EF level. If the strike were weaker the tail feathers would be blurred and the grade would drop to VF-35 at best, IMO.
