What's All Over My Jefferson Proof?!

I received my 1993 Jefferson Silver Dollars and was hoping what I saw in the seller pic was on the capsule. Not all of it was.

There are some "marks" and dots that have a light orange tint to them. They are not scratches but appear to be on the coin surface. This is only on the obverse for some reason. What is this and is there anything to be done?

Pics are in the capsule so, mainly look at anything with a red/orange tint, almost rust colored:

Recently I got a 2017 S Jefferson single out of those enhanced sets that came out this year and it had brownish marks that look like what yours has.
I soaked it in acetone and it went away but not immediately.
I was thinking it was some kind of oil that they lube the presses with that got on the coin.
I also am liking using a can of electronic compressed at a distance to blow dust out of my capsules and off my coins.
Just keep a bit of distance with those cans of air and don't shake the can.
The can gets cold, give it a rest.
Cold equals condensation.

Hope that's all it is, thought I'd heard it was improper rinsing that left residue that was oxidizing. If that happens, its toast. You could chance it or hopefully return it.

That's just one crappy looking proof all around - I'd return it if possible.

I bought it along with the Uncirculated Dollar and I'm happy with that one. I don't know how to approach returning half of the purchase or if it's even possible through ebay. They do offer returns, though.

Hmmmm...

I normally shy away from returns but, I'm not sure I'm comfortable trying acetone on a proof like this. In the end, it's not something I would proudly display so there needs to be some sort of action. I could resell it but, that creates the same potential problem with a new buyer.

Maybe I should just return the whole shebang and forget the deal I thought I got for buying both together.

Unfortunately, I agree. It's horrible for a modern proof. I didn't buy it with the expectation of trying to rehab it. I think it's settled. A full return is in order and I can use this to select a better example individually. To be honest, I think I like the looks of the UNC dollar over the proof for some reason.

Post-edit: I messaged the seller about the situation before opening a return request. I know as an ebay seller, sometimes a partial refund is way easier than going through the whole ordeal over again to sell it. They have 30-day returns so, it will be resolved one way or another. Thanks for the input guys!

I messaged the seller and they offered no recourse other than returning both. I started thinking (rabbit hole) and had a change of heart. Their pics were clear enough that it was my mistake for not asking about the marks before I purchased. I also hate returning things and would much rather resell something I don't like.

So.............. I told the seller I'd keep both. It's like a purposefully self-imposed learning experience. I decided that trying to rehab it in the safest ways I know would be better for my curiosity/knowledge than sending it back. Now it is in an acetone bath and will remain there for a good time.

After all, it's still silver so I won't destroy all value and I got it for a good price compared to current individual listings. I will, of course, share my results so it may be useful to others in the same predicament.
