Can anyone explain why the top on the monument narrows or the bottom of the one in the date narrows?

I see what you are referring to( the bottom portion of the 1 of date is narrower than the top)simply put, it is due to a worn die issue in which devices no longer are struck as perfectly as they were intended to.

Yes, worn die but I say worn because of overpolishing the die. May have polished a clash off the dies surface.

Probably due to over-polishing of the dies.

I agree the "1", the "columns" also "TY" in liberty and bridge of nose seem thin down from die polishing.

Wondering if the rims are struck up fully or weak?

I'm used to seeing the 1960's era strikes with a more bold high relief. This strike as a whole seems weak to me. Might double check the weight or compare to other weak strikes. Thanks, Doug.

It is an area where heavy clashing happens during a die clash. When the die is over polished on that area, some of the mid devices are altered. Here is why it happens on that area:
