This is just heavy MD, right? I'm seeing extra thickness in spots, and second guessing myself.

Yes. Note how that area affected with flattening is reducing the overall size of the devices?

That's what o thought, but some of the lettering across the top had me second guessing myself. I think I was seeing Die Deterioration mixed with the MD.

Your coin was an 1983, so if there were a weakness from die wear, it would be seen on outside edge of the devices. On the images you provided, I see no Die wear, just Machine Doubling. (damaged by the machine after the strike was complete reducing the size of the devices)
