Not acid dipped. Just a lot of circulation wear that is making the zinc start to rot.

Just a guess, but it may be a Katrina coin. Most of the coins that were submerged in the toxic soup had to be cleaned before being accepted by banks or armored carriers for deposit. The copper cents fared better than the zinc cents. Copper cents came through with an odd orange coloring, but many of the zinc cents were too far gone to make it through the cleaning process. The surviving zinc cents have a lot of surface damage.

Certainly could be from Katrina, but I'm sure that the day-to-day environmental conditions in the Philippines aren't very kind to Zincolns either.

The planchet was not rinsed through before it was plated. Thus the bumps. When the tops of the bumps were off, the zinc is exposed, the zinc rot sets in. Spendable coin.
