@SD, while we are waiting for @coop to weigh in, could you please post a couple more close-up pics of the clipped area and the opposite area with the coin taken out of the 2x2?

Not a clip. But it is a mint error. Thinking a piece of the mechanism was in the way upon strike, but which piece? An untimed feeder? Or is it just a damaged collar since the rim is ill-formed on areas 180 degrees from each other. Will contact Mike Diamond.

It's a planchet defect, but I can't determine what kind.

To me it looks like an incomplete planchet. The smallest amount of clipped area as possible. Just enough left to show a small amount of reeded area. The obverse rim show the edge area that should be there. The reverse one looks a bit weaker than I would expect. But I would like to see the edges where the Blakesley affect is present. I can't tell if the obverse area is bent outward a bit or not. If it is, then that area may have been faked. But it still looks right so far to me. (just wanted to rule out fowl play on the coin.

The reeding itself looks weird but that could just be the pictures. It's weird enough that I would have saved this one also :D

I think Coop is right. Not a contrived error but indeed an extreme edge straight clip. The material was not enough to completely fill into the collar and is reflected in the weird Blakesly effect on the opposite rim. One of the stranger ones for sure!
