Also called "The Dot". It was a defective punch, not a broken post "die break" like in the posts of BR 96 etc.

I really can't tell anything because you ask about the date/mm yet only one pic is of that and it's not close.

Clear closeup image of date and mint mark would help. Enlarging current image gets to grainy. Thanks, Doug.

With my binoculars I see a broken post on the mint mark inside area. When the post breaks off the void in the die is filled on the coins according to how much is left of the post. If it rises above the mint mark, part of the die also broke off the post making the filled area above the mint mark.
