Looks like it was produced in China...
There are some Swiss 5Fr that have similar treatment - that are also not original.

Queen Victoria was highly popular. I doubt that anyone at the time would have ruined a crown coin for this purpose.

This is not nor has it ever been a real coin. These are being made in China. Get all you want at $2.10 a piece from (Not Allowed).com search for this term: Hobo Creative 1893 Great Britain silver crown Queen Victoria veiled head copy coin High Quality
