aside from that it's just another well-circulated Kennedy half, I suppose. i added a normally-reeded half on last pic for comparison. first coin I have ever found with no reeding on the edges.

ground off? no, I disagree. the copper is still around the edges. if the reeding were ground off, wouldn't that copper be ground off, too? and wouldn't the edges show some kind of grinding evidence?

Notice the numerous tiny marks covering both sides of the coin? Those marks, coupled with the lack of reeding, indicate that this coin once saw extensive use in casino slot machines.

plus, if it were ground off, the weight of the coin would differ dramatically. this coin- as well as two others I weighed for comparison- weighs 11.15g. the other two have reeded edges, but weigh exactly the same.
it doesn't look like it's been ground off, doesn't feel like it's been ground off, and the copper is still around the smooth edges.

Since the center of the clad is copper it would continue showing copper, as does yours, if it were ground down to the size of a nickel.

Casino slot machine or removed reeding are the cause. Almost 100% sure it's PMD.

casino slot machine wins my vote. it's all marked up, and that would account for the marks.
but I remain confused about the copper. i'll have to do some reading.

ahhhh, I did not realize that about the layers in the coin. I did not realize the copper band is actually a copper layer. I just read a little bit about it. now I understand.

People do weird stuff to coins. Never hurts to ask. Once in awhile we do see a really good error coin so keep hunting.

PSD. It could have been sanded. Or even a hail file could have removed the reeds.
