I'm no expert...but looks like glue or adhesive.
Definitely not a mint error.

BTW, The V is Roman numeral for 5. Has nothing to do with any victory.
They were minted from 1883 -> 1912 (1913 if you count five ghost shift coins smuggled out of the mint).,

Most hard set glues can be softened enough for removal with a good long soak in a sealed glass container filled with acetone.

The obverse looks more like a massive lamination defect. The net appearance of the coin, however, suggests fire damage to me.

All just a guess....  Mine is ... Coin was in a fire ... some substance in the fire melted onto the coin. Some of the damage looks like heat damage.

 to the community Apparently this one has lots of stuff on it. Try soaking it in Acetone. Might get some of it off if it's some sort of glue.

Hello.. 82dAirborne, I have a Liberty V nickel similar to what you describe. I was curious what you ever found out about your coin? Did you ever have it looked at or appraised? I am uploading some pics of my coin. Any thoughts are appreciated Thanks!

I have never gotten any serious satisfactory answers to what the deal is with this coin. I disagree with the assessments offered on this post. You does look very similar and even the same date. I think it happened at the mint with some problem in the stamping when it comes to the folding or doubled bust on the front. I haven't been to a coin dealer yet but have it listed online with no buyers yet so value is subjective. Thanks for the pictures and the interested.
