I don't see the N but I did find the R. It is neither the size nor the shape of any device on the quarter so it isn't an error on the die.
If it is a raised mark, it could have been caused by a die scratch (that just happened to resemble the letter R).
However, I see a lot of little dings so I am more likely to suspect it is just circulation damage.
The filled A's are from broken posts in the die -- probably. The coin may have been smashed. Anyway, there a pretty good chance that the die was old and the posts that create the hole in the top of the A broke off before the die was pulled from production. So.... that's a nice find.
