Looks like someone soaked it for a week. No comment on if it's genuine or not.
Value is $100, no more. Tell your friend to go spend it. If he wants an investment note, he should buy one, this bill is not it.

He's a coin dealer and had already bought it, he thought it was some kind of ink smear error or something, but the color was an instant warning flag to me that it was damaged or fake.

It is environmental damage, either intentional or negligent. The red ink used on US paper money is prone to fading and other damage. The fact that it appears on the back like it does and the fuzziness of the red ink elements on the face indicate it has been in contact with something it did not agree with. It is not a BEP produced error.
It is possible that it is counterfeit but unlikely.

I'd say real, with discoloration due to some sort of chemical/environmental exposure, deliberate or otherwise.

For comparison, you can easily see the serials and seal should be lip stick red and well defined. Something seems spurious about the OP's note.

Thanks everyone! I too am thinking its likely severe water or environmental damage, the musty smell it has seems to indicate that as well lol

Looks like more than just getting wet unless it was submerged for some time because the seal is completely blurred. However, if it were submerged it shouldn't still appear dirty. I'm also not seeing any evidence of red & blue fiber threads. With water damage, they tend to run, as well, at least so on other bills I've seen. I'd have to say it appears counterfeit with ink damage, besides.

I've seen several $2 red seals with the orange appearance in the seal and numbers, but never with the image transferred to the back. As Paxbrit said, maybe been in water for an extended period of time. Other than that, it looks genuine.
