Found these coins in the change I received. I thought all proof coins came in sets...

They do, but sometimes they get cracked out and end up in circulation one way or another. Those are neat finds!

Since they have experienced circulation, they would be considered "impaired proofs" and not hold any premium value an unimpaired proof may have.

I would say it's always fun to find one in change, but I never have.

Sets can be broken apart by a collector to pull some coins for their collection, and they sometimes put the other coins in circulation. Or many sets are broken because family members inherit a collection, and without know their real values spend the coins. The happens with all set types: proof and uncirculated. Getting a proof in a coin roll is fairly common and they are termed impaired proofs.
Rest in Peace

Proof sets are cracked by flippers who know how to spot the higher grade proof coins to submit enmasse to a TPG. the other less than a PF66 are dumped in circulation because it is too much hassle to sell individual oddball proof coins. They will make their very big buckaroos on selling the high dollar PF68-70 coins on the idiot-bay , er, the one and only ebay.

Yes, always fun to find proofs in circulation!

I have been known to spend a few duplicates here and there.
