I think the law authorizing the program did not include anything past the Reagans.

To reauthorize/amend the program new legislation would have to be submitted and approved.

I hope they don't do it. Enough is enough.

Being alive was never an issue with that series. The Reagan one was made while she was still alive and would not have been held back

The program ended when the last eligible president's coin was minted. Nancy Reagan's coin was designed and minted while she was still alive but her husband was not. Barbara Bush would have been eligible if her husband had been deceased for two years, but he's still alive and therefore he (and therefore she also) was ineligible.

To restart the series would require Congressional action.

As said, the program as legislated ended with Reagan. We would have to wait for Bush 41 to pass and for Congress to enact something to authorize it. I suspect that if/when Bush 41 or Carter pass away Congress may feel the need the authorize something for them. Personally I feel it is the right thing to do. They could even make it immediate since the "dead two years" was part of the original program, not something that is an actual rule.

I'm glad that it ended with Reagan and hope that it stays that way. Just seeing pictures of a couple of former Presidents makes me sick to my stomach. There's no way that I'd want to see them immortalized on coins. I'd have to leave my collection incomplete. Others likely have opposite opinions from me. That's why I think that it's a good idea to avoid putting actual people on coins. If it must be done, wait 50 years after death so that history can better judge. Better yet, just avoid actual people and put depictions of liberty on coins. Liberty oriented coins generally look better and reflect a concept that most can agree upon.
