Both, if you can. When posting pictures here, always try to post the entire Obv. & Rev. on the coin first. Then zoom in on the areas in question with other pictures. That will help the members here to answer your questions.
From what I see on the obverse, the rim is strong. So I'm thinking some type of struck thru.....mint error.
The reverse looks like normal wear, circulation damage. Others will chime in.
