That's a counterstamp. Was pressed on there by hand after circulation.

Whatever it is, it would only hurt the value in this case if it was otherwise uncirculated.

PMDShort for post mint damage. Damage sustained after the coin was struck. Counterstamped 925 Ag (sterling)  It look nice

Probably not much more that its silver melt value, but there are counterstamp collectors who might give it a slight premium.

A little late to this thread, but just FYI that this coin is only 90% silver rather than being sterling (92.5%). The C/S may have been placed there to sell this coin at more than its actual melt value by an enterprising seller.

I suppose it could also be a chop mark (which is a type of counterstamp).
