Looks like it's been plated, and the plating is wearing off.

I agree that it looks like a bad plate job, It looks more like peeling off than wearing off.

Yeah, I think spray painted. People do such weird things to coins, and we get to see them all here on CCF! Welcome hokumschool!

It's either plated or painted. Either way, it's Post Strike Damage, not an error. (happened after it left the U.S. Mint).
