I recently purchased a Roosevelt dime folder with some S mint proofs in it. It contained a 1989 S proof that is either damaged or had an issue after being struck. It looks like the Nickel clad portion is peeled off aver the date. On the reverse there is a small error on it as well. Just looking for opinions on it.

I'm thinking that it's damage that happened after it left the U.S. Mint.

This is an interesting coin. I'm not sure about whether it was struck on a damaged planchet or the clad layer was partially removed at some point later. A really good pic of the obv might help. @E&V, what was your thinking?

Simple test - trace your finger lightly between the brown and clad areas - which one is higher?

Judging from the indistinct date, I'd wager this is a layer of crud that spilled onto the coin after the strike.
Error coin writer and researcher.

Well it looks like something ate through the cladding. Note even the reverse is showing a pool on it and the edge shows where the flowed over the edge. Someone have have been playing around with acid in an eye dropper.
