Post mint damage. Drilled. Scrapped across a parking lot and/or was soldered on to something else at one time.

@Blkcat22, first welcome to CCF. Second I agree with the others that this cent has been damaged. It is hard to say why. Perhaps someone turned it into a button? Could you please include a pic of the other side?
