Looks like the clear residue of an adhesive that held two Lincoln Memorial Cents together.

Looks like a bad attempt to make a mint error. Put a spot of glue or putty on a coin, then press another coin into it. Let it harden, then remove it. Stain it, paint it or use black or brown shoe polish......Wah Lah a mint error!

Not an error. As mentioned, intentionally done.
Soaking in acetone would probably remove it.

Whatever it is, it is PSD. It would never have left the mint that way. It looks like Glue residue and the reverse of another cent is imprinted on it.

Looks like the plating peel off the other coin. Note the mirrored letters? (Foil maybe copper colored on the reverse side?)
